Two Men Indicted For Murder In 1994 Cold Case

All three suspects allegedly involved in a double homicide in Oak Grove 18 years ago are in custody following warrants issued Friday afternoon. The Christian County Grand Jury Friday returned indictments against two former Oak Grove Police officers, Leslie Duncan and Ed Carter, and another man, Frank Black, in the 1994 murders at the New Life Massage Parlor.

Kentucky State Police Public Information Officer Stu Recke says Black and Carter were indicted on two counts each of Murder, while Duncan was indicted on two counts of Complicity to Murder.
Recke says the indictments followed the closure of an evidence-tampering case against Duncan in connection with the murders.



Duncan, who was indicted in September of last year for tampering with evidence in the investigation, entered guilty pleas in September of this year, and was sentenced last week to three years in prison.


Authorities had previously said Duncan and Carter performed nighttime janitorial work for the massage parlor while also working for the Oak Grove Police Department. In 1994, Duncan was also the primary investigator in the murder case.


As for Black, Recke confirms that he is a registered sex offender in Alabama. A check of the Alabama Sex Offender Registry shows Black moved there in 2011 from Tennessee. The Tennessee Sex Offender Registry says Black was arrested for Criminal Attempt to Commit Aggravated Rape, in 1994, and was convicted in 1995.  

A source close to the original murder investigation says Black was a Clarksville resident at the time and was considered a person of interest in 1994.  

Kentucky State Police report that  Black was arrested by authorities in Alabama Friday night, while Carter was located early Saturday morning in a hotel in Warren County, Ohio. Both men are being held on a million dollar bond.

On September 20th, 1994, co-workers discovered the bodies of 18-year old Gloria Ross and 22-year old Candida Belt inside the Oak Grove brothel, near the main gate of Fort Campbell. The women had been shot and stabbed. Belt was still alive when the women were found, but died a few hours later at Vanderbilt Medical Center.

The massage parlor was owned by Tammy Papler, who was indicted for Promoting Prostitution, and entered a guilty plea to that charge.

Recke says he cannot comment on any cooperation from Duncan, but did tell the News Edge the murder case against Carter, Black and Duncan is not the result of a tip to KSP. Recke adds, at this time, they do not expect further arrests in the case.
