The Christian County Grand Jury returned a litany of indictments last week featuring charges of rape and incest, bribery of a public servant, among others.
Oak Grove resident, 50-year-old Rafe Kuzins, was indicted on charges of second-degree rape (mentally incapacitated), incest, first-degree sodomy, first-degree criminal abuse, and fourth-degree assault. The charges stem from August 1-7, 2023, when Kuzins allegedly engaged in sexual intercourse with his biological daughter, who was mentally incapacitated. He is also said to have placed her in a situation that may have caused serious injuries and striking the daughter which caused her to have scratches and bruises.
The sodomy charge was added at the request of the lead detective during the recent grand jury meeting.
Additionally, 20-year-old Ka’Bari Carr, of Dover, Tennessee, and 18-year-old Javeon Mayo, of Clarksville, Tennessee, were indicted on various charges from an August 26, 2023 incident that originated on Oak Tree Villa Drive. Both are indicted on receiving stolen property over $10,000, using restricted ammunition during a felony (no shots), second-degree unlawful transaction with a minor, first-degree fleeing or evading police (motor vehicle and on foot), and first-degree criminal mischief. Carr was also indicted on a charge of possession of a handgun by a convicted felon.
Hopkinsville Police said they were called to the area after a city camera alerted them of a stolen vehicle and when police arrived the vehicle was leaving a parking lot and hit a law enforcement vehicle with emergency lights and sirens on.
All four people in the vehicle including Carr, Mayo, along with two juveniles attempted to flee the area but they were all apprehended. Police added a handgun loaded with hollow-point ammunition was found in the vehicle.
Two Pembroke residents, 30-year-old Dale Schultz and 31-year-old William Webster, were indicted on charges of first-degree burglary. Those charges come from the August 29, 2023 burglary of a South Wooldridge Road home. Schultz was also indicted on charges of first-degree strangulation, third-degree terroristic threatening, and third-degree criminal mischief.
Webster was also indicted on charges of resisting arrest, two charges of third-degree assault of a police officer and third-degree criminal mischief, and third-degree attempted escape.
The grand jury also voted for both men to have their bonds amended to be $100,000 – cash only.
Hopkinsville resident, 26-year-old Valdarious Starks, was indicted on charges of bribery of a public servant, speeding (26 MPH or greater), reckless driving, several charges of first-degree wanton endangerment and fleeing or evading police, and various drug charges. They stem from a September 4, 2023 incident where Starks reportedly led law enforcement on a high-speed pursuit after they attempted to stop him for a turn signal violation on Fort Campbell Boulevard. He fled, reaching speeds of 85 MPH, and eventually hit a concrete wall with the car he was driving and he fled on foot.
He was later located on Sivley Road and during the investigation was found to have two guns, 16 M30 pills, and marijuana. Police say Starks offered money to officers to drop charges.
