He was born February 27, 1954, in Decatur, Georgia, to the late James Boyd Scroggins and Lillian Isabelle (Johnson) Scroggins.

His early years were spent in Georgia, where he graduated from Towers High School in Decatur and soon after began a career as a police officer in Atlanta, serving during the 1970’s. After relocating to Kentucky and marrying his new bride, Margie, in 1997, he transitioned to a role that would endear him to countless young lives. For 19 years, he served as the custodian at Southwest Calloway Elementary School in Murray, Kentucky, where the children and staff affectionately referred to him as “Mr. Donnie.”

A devoted husband and father, his life was a reflection of his faith and values. He was a member of Bethany Baptist Church, as well as a follower of television evangelists John Hagee and Charles Stanley. He loved spending time with his family, listening to music, and cheering for the University of Georgia Bulldogs.
