A Hopkinsville man was charged with attempted kidnapping at Westside Park in Hopkinsville Saturday afternoon.
Hopkinsville Police say 38-year-old Bishop Howard was under the influence of some kind of substance and was harassing the mother of a child by unsolicited physical contact before picking up her 1-year-old child and claiming he was going to leave with the child.
He was arrested and charged with attempted kidnapping of a minor, public intoxication, and harassment.
According to court records, this was Howard’s fourth felony arrest in Christian County in the past 14 months.
