Cadiz Police arrested a Michigan man for failing to register as a sex offender after they found him within 1,000 feet of the Trigg County Head Start building and playground.
Police Chief Duncan Wiggins says 44-year-old Andrew K. Joiner was arrested on Sept. 21 after an investigation determined that as a registered sex offender in Michigan, he left the state without permission and was living in Cadiz since July.
When police went to his parents’ home to investigate, Chief Wiggins said Joiner got up from a chair on the porch, went inside the residence, and locked the door. After refusing to come out and speak with the police, Joiner eventually did.
Joiner was charged with failure to comply with the sex offender registration; violations of registering as a sex offender near a school and playground; second-degree fleeing police and obstructing governmental operations.
The arrest report listed no address for Joiner but did say he had a Michigan driver’s license.
Police said Joiner was living within 1,000 feet of the Trigg County Head Start building and playground located on Lincoln Avenue.
